Indeed, "The Expendables 4" does not seem to be a "necessary" film. This is because "The Expendables 3" ended without any cliffhanger and without the need to advance the story. But that hasn't stopped Sylvester Stallone and his cohorts from making the film. [In fact, word has come in via CinemaBlend that two new cast members will be joining the crew, who are not the characters you might expect from "The Expendables"; development has been in limbo since "The Expendables 3," which was released in 2014, and fans have been wondering where the series is headed. It has hit a few bumps in the road that have raised serious questions.
That was in 2017, when it was reported that Stallone was leaving the project over issues related to the director, script, and quality of the film. He returned in 2018, however, and the slow burn began until the sequel was released.

Lionsgate announced the news in a press release, stating that previous returning "Expendables" actors include Jason Statham, Dolph Lundgren, Randy Couture, and Sylvester Stallone.

That's because he said, "So I haven't seen the script yet. They were talking about making 'The Expendables 4' a couple of years ago," he said, a bit ambiguously.
Couture also said in the same March 2021 interview that "Expendables 4" is set to shoot "this coming fall. We assume he meant fall 2021 and did not mean fall of this year or next.
This could result in a fall 2022 release if all goes well; we are not betting anything for sure, as the Covid-19 variants could very possibly stop production.
